We will improve long-term leasing policies and expand the supply of low rent housing. We will support depositors to withdraw housing provident fund for rent, and continue to support residents in old urban areas to withdraw housing provident fund for the installation of elevators and other self use housing renovation. We will improve the basic living security system and the special assistance system, actively develop service-oriented social assistance, and create a diversified and comprehensive "material service" assistance model. We will establish a mechanism to link social assistance with safety standards and rising prices.

We will strengthen land and housing security. We will strengthen the economical, intensive and comprehensive utilization of land and houses, and encourage department stores and old factories with difficult operations to change to new sources of consumption. Pre franchise leasing and leasing are combined with franchising to encourage the provision of land to express logistics companies. In order to meet the small-scale land use needs of rural tourism, home stay, outdoor sports camps and related infrastructure, we should actively study appropriate land supply methods and encourage the integration and agglomeration of related facilities.
